Yishun Park hawker centre to open in September

Timbre Group has been appointed as its managing agent after it sent in a proposal that showed a strong emphasis on social objectives, with various productivity measures, says the National Environment Agency.

SINGAPORE: A new hawker centre located next to Yishun Park will open for business in September this year, the National Environment Agency (NEA) said on Wednesday (Jun 14). 
Apart from family-friendly features, child-friendly toilet facilities and a built-in tray return system, pinball machines and arcade games will also be made available at the Games Square.


On selected days, sports matches will also be aired on large screens to promote community bonding, said NEA in a news release.

Timbre Group has been appointed as the managing agent for the new facility on a not-for-profit basis, and just like its Timbre+ hawker centre in one-north, the Yishun Park hawker centre will feature a Radio Frequency Identification (RFID) tray return system.

The company's proposal was selected out of five submissions to NEA's call for tender in February because it fulfilled the agency's criteria for a socially conscious operator. Such operators ensure quality and affordable food, while improving the operational efficiency of the hawker centres, said NEA.

Incubation programme for hawkers


In line with the Government's efforts to sustain the hawker trade, Timbre Group will set aside two incubator stalls at Yishun Park hawker centre. Potential hawkers will go through an incubation period of up to a year, before they are placed within Timbre's network of F&B outlets or referred to NEA to apply for a stall in another hawker centre.

To ensure meals are affordable for residents, each stall is required to have a minimum of one basic meal priced at S$3 and will introduce bulk purchasing of ingredients to help stallholders defray costs, said NEA.

Timbre is also looking at rolling out a mobile application that allows customers to make cashless payment and order their meals electronically.

The Yishun Park hawker centre will have have 45 cooked food stalls and around 750 seats.

The redeveloped Seletar Aerospace Park will have at least three restaurants

Seletar Aerospace Park (SAP) is known as an industrial park catering to the aerospace sector, but it is shaping up to be quite a lifestyle hub as well. The 320ha park surrounding Seletar Airport is a short drive from Yishun, Jalan Kayu and Sengkang and is being developed by government agency JTC.

In particular, The Oval @ SAP, which occupies 11.5ha, comprises a cluster of 32 black and white colonial bungalows that were gazetted for conservation under the Urban Redevelopment Authority Master Plan 2014. For starters, six of the 32 bungalows will be used for lifestyle businesses, including three restaurants.

Subsequent phases in the development will include adding lifestyle facilities such as a playground, a boardwalk that fronts the runway, an open lawn, picnic tables and an open hard court for family outings and events.

Taking up the biggest space is Wheeler's Estate by brothers Tommy and Daniel Ong, who are behind the family-run business and popular bicycle cafe, Wheeler's Yard, in Balestier.

The outdoor area of the 6,800 sq m space, roughly the size of a football field, will feature a caravan park for picnics, as well as basketball and football facilities. These will spill into the ground floor of the two- storey bungalow that sits on the land. The first floor of the bungalow, which can seat 100, will serve brunch, tapas, coffee and beer. There will also be a kids' menu.


Mr Tommy Ong, 63, tells The Sunday Times that he and his younger brother had plans for expansion after the success of the Balestier cafe, but could not find a suitable location.
He says: "The Oval provides what we are looking for, in a unique location that is hard to come by. It is suitable for families in the area and these are probably the last few of such bungalows in Singapore."

Wheeler's Estate is likely to open in August. Also in The Oval cluster is food and beverage company Pentagon Group, which is taking up two bungalows.

One will house Youngs Western Restaurant, serving modern European food, and the other, Di Wei Teochew Restaurant. The restaurants will open in May. The 2,000 sq ft Youngs Western Restaurant can seat up to 150 and will offer set lunches on weekdays and brunch on weekends.

The restaurant's head chef and Pentagon's operations manager, Mr Ip Jun Yat, 25, also hopes to run a supper club on the last Sunday of every month.


At Di Wei, expect traditional Teochew fare such as sugar-coated yam strips, cold crab and treasure duck stuffed with glutinous rice and dried shrimp, says Pentagon's director Tom Seah, 30.

While the group is not a prominent name on the F&B scene, it is no stranger to the industry. Pentagon runs sports bar Champion Sports Lounge at the National Service Resort & Country Club in Changi, the year-old Birdcage Bistro at Birdcage Walk in the Seletar area and a Di Wei outlet at the Singapore Botanic Gardens.

As its office is near the aerospace park, Mr Seah says the company knew of The Oval opening and was keen on getting space there.

Asked about the footfall in the area, he says: "Human traffic is not very high yet. It is not a very prominent place and taxi drivers are also not familiar with the location.

"But we know that the people in the aviation industry have spending power and there are foreigners who like to drink from lunch onwards. The advantages outweigh the traffic issue."

According to JTC, the aerospace park has a working population of about 5,000 and is home to more than 60 companies, including Rolls Royce, Wah Son Engineering and aerospace manufacturer Pratt & Whitney.

JTC also plans to organise other programmes, including outdoor concerts, mini bazaars, carnivals and movie nights.

Its new building, JTC Aviation Two, will also house an airplane-themed food court, slated to open by the middle of this year.

Developers launch 'no-frills' projects

Developers are cutting back on the frills to move units in a slowing property market.

The trend is most evident at EL Development's Symphony Suites in Yishun Ave 9 and two Qingjian Realty executive condominium (EC) projects.

EL Development managing director Lim Yew Soon said the project's prices were kept affordable at $671,000 to $1.1 million as it reduced the total sellable area by not having "private enclosed spaces" such as balconies.

"Symphony Suites is designed with families and owner-occupiers in mind. Even though the floor areas seem small, the layouts have been optimised to be practical, such that the bedrooms can fit at least a queen-sized bed," said Mr Lim.

The 660-unit project, touted by industry watchers as the cheapest condominium on the market, sold 56 units at its preview over the weekend at an average price of $1,000 per sq ft (psf).

Units at the nearby Nine Residences were sold at a median price of $1,196 psf in December.

Symphony Suites, which will be officially launched this weekend, has two-bedders of 689 sq ft and 788 sq ft three-bedroom units.

Three-bedders that come with a yard and utility room measure 893 sq ft while four-bedroom units are 1,023 sq ft.

Qingjian Realty is also seeing results from its move to offer bare units at two ECs.

The Chinese developer has introduced its "CoSpace flexi" units, which are essentially bare apartments without interior fittings or floor finishings. These units can be $25,000 to $45,000 cheaper.

A 1,238 sq ft unit at Bellewaters, for instance, starts at $937,000 - or $756 psf - but a "CoSpace flexi" unit would cost $736 psf. So far, five such units have been sold.

Mr Donald Ng, Qingjian's head of sales and marketing, said 195 of 651 units have been sold at Bellewaters in Sengkang at a median price of about $804 psf while Bellewoods in Woodlands has moved 93 of 561 units at $794 psf.

Separately, CapitaLand has sold 31 units at its 124-unit development Marine Blue in Marine Parade at average prices ranging from $1,800 to $2,000 psf.

The company said buyers snapped up one-bedroom units that had a study, two-bedders, as well as a penthouse during a preview that started on Jan 10.

The majority of buyers were Singaporeans, it said.
